Dear Sica Family,
I too, like Joe, proudly served with Bill for 2 years as an MP at Ft. Dix from 69-71. I was on stockade duty with Bill the night the man attempted to escape over the double fence and Bill kept telling him he did not want to shoot but he had to if he continued to escape and lo and behold he climbed over both fences and Bill had to shoot him! The idiot was not going to get off the base so Bill just wounded him but it gave him nightmares for some time for performing his required job unfortunately.
After the service my future wife and I had the pleasure to attend Bill's wedding and get to know his family. I always enjoyed my visits to see his family members very much. Bill continued to keep in touch with us and it was only due to my moving and changing email and phone number that I had not heard from Bill and got on the internet this morning (4AM) to discover of his passing back in 2014...my deepest sympathies to the family. I look forward to seeing Bill once again!

my good friend bill is gone i still can remember the good times we had at ft dix-759mp-i can still hear that loud laugh that has stayed with me for almost 50 yrs.his entire family were great to me when i was at ft dix.i always will remember that god bless my friend joe

There aren't many people you can share two 13-hour car rides in the space of two days with and still want to talk to them, but Billy was one of those people. I will never forget 2001 driving to North Carolina with him, and then back, over the course of one weekend. Bill would not let me pay for one darn thing. He was fun to talk to and a great road companion. He was in my life since the beginning of my life, and it is hard to think that he is gone forever now. May his soul rest in peace.

Dearest Sica Family, My heart goes out to you in this time of grief. My fondest memory of Billy was seeing him at Michael Tyler's sporting events -- always the proud Uncle cheering on his nephew. He and Marge would often join us for dinner at Michael and Robert's house when I was visiting and the memory of his hearty laugh and their company during dinner remains fresh in my memory - lots of fun and food - a bright spot. My nephew Billy Sica loved horse racing. He made it around the track and into the final stretch and for a year did his best to reach the finish line! He won his race on Thanksgiving Day and is now in the Winner's Circle with his dad, Ed. Those of us in the grandstand will long remember him. God Bless you Billy.

I was lucky to have Bill as a good friend. From the first time I meet him at FDU grad school in 1967 I knew it was going to be lasting relationship. He was the Best Man at our wedding in 1973 and every year he remembered to call or send a card on the date. It always amazed us that he would remember it so I finally asked him a few years ago. He started laughing and said, It was easy John, it is my birthday - May 12!! After moving to VA in 1973, I always made it a point to stop by on holiday trips to NJ to stop and visit with Bill, Ed and Marge. His smiling face, infectious laugh, humor and banter with his parents brought back many found memories of grad school, playing golf with Ed and pool parties at the Sica house. Fortunately my wife and I made a special trip up to see him just after he went in Allendale and we had a great visit with him. I spoke to him weekly on the phone and told him I would be back up on Thanksgiving. Unfortunately, we drove up Thursday morning and I couldn't get to the home until 1230. I was fortunate to know him and I will always remember our friendship and the Sica family. Loretta and I are sorry for your loss and would like to extend our most heartfelt sympathies.
